Contracts and Grant Services

General Information

UC Hastings provides administrative support for contracts and grants (including sponsored research).  This support is designed to encourage and assist UC Hastings faculty and staff in their pursuit of federal, state, private and local funding for research and institutional contracts and grants.

The administrative support provided by the CFO’s division is designed to assist faculty and staff with grant and contract management by providing budget development and administration, financial and audit information, cash management and other financial transactions including procurement, contract management, and in interpreting agency requirements.  Additionally, the CFO’s division provides support to ensure College policies and procedures are maintained with respect to grant, contracts and sponsored research.

Below is a description of the pre and post award administrative support provided by the CFO division.  

Pre-Award Support
  • Completing necessary forms, assurances, certifications and letters of support; 
  • Budget development in compliance with agency and College guidelines; 
  • Financial liasion to the funding agency; 
  • Administration for NSF Fast Lane and NIH e-commons; 
  • Risk Management.

Registration with WIRB (Western Institutional Review Board) is made by the Academic Dean's Office.  The Academic Dean is the Human Protections Administrator for the College. 

Post Award Support
  • Contract management and execution, including approval by the Board of Directors if required; 
  • Budget management; 
  • Indirect and administrative overhead cost rates including benefit allocation rates; 
  • Preparing and executing sub-award agreements; 
  • Invoice payment to vendors/sub-awardees; 
  • Invoice preparation and billing to grantors; 
  • Payroll services; 
  • cash management including the drawing of funds from federal agencies; 
  • Assistance with Time and Effort Reporting; 
  • Audit preparation and reports; 
  • Financial reports; 
  • Reallocation of costs; 
  • Assistance with no-cost extensions and project close out. 

Human Resources also provide support for contract and grant funds in the event the hiring of employees is required.
