The role government lawyers may have played in enabling legally questionable conduct occupies center state nationally and internationally. How do these issues translate to the local level? What is ethically required of local government lawyers who confront corruption or illegality in public office? Must they be enforders? How do they avoid becoming enablers?
Join keynote speaker The Honorable Marvin R. Baxter, Associate Justice, Supreme Court of California, and a panel of the country's experts on professional responsibility for a closer look at these, and other issues, at the cutting edge of ethics. Invited speakers include: Professors Rory Little and Geoffrey Hazard, UC Hastings College of the Law, and Professor Kathleen Clark, Washington University School of Law in St. Louis.

Selected Topics in State and Local Regulation of Oil and Gas Exploration and Production
In the absence of comprehensive federal regulation of the oil and gas production industry, renewed attention is being given to the legal framework controlling oil and gas exploration and production (E&P). How have the states used their discretionary power to regulate? What values do they seek to advance? Do these laws work? This new PLRI report focuses on a handful of states with novel approaches to a century-old industry, with emphasis on the issues raised by hydrogen sulfide, production and storage pits, and casings.

About the Center
The Center for State and Local Government Law, CSLGL, opened its doors in the Fall of 2003. Building on the work of the 21 year old Public Law Research Institute, now a part of the center, CSLGL offers a wide variety of opportunities for students, scholars and lawyers. Through the Center's Local Government Law and Legislation Clinics, students learn about state and local government law hands-on through a combination of classroom work and internships. Through the Center's Conferences and Colloquia, scholars, lawyers and students convene to share ideas and to encourage research based upon their expertise. Through the Public Law Research Institute's (PLRI's) reports and working papers, students and faculty work together to promote research on vital public law issues.
UC Hastings is the only public law school in California offering a program of study and research focusing on state and local government law.
