Chief Financial Officer
David Seward is the Chief Financial Officer for UC Hastings College of the Law. As CFO, David oversees a wide range of functions, pursuing favorable results, operational efficiency and high levels of customer service. His responsibilities include all matters relating to the College's Finances, Financial Planning and Business Management, in particular:
- Operational and Capital Planning
- External Audit
- Asset Management: Cash, Investments, Endowments, Capital, and Real Estate
- Liability Management: Long-term and Short-term Debt
- Capital Development and Project Management
- Budget Development and Review
- Student Tuition and Housing, Parking and Other Auxiliary and Enterprises
The Chief Financial Officer reports directly to the Chancellor and Dean of the College and to Hastings Board of Directors. Together with the Chancellor and Dean, the CFO serves as the school's primary advocate to communicate with the State Department of Finance and key individuals in Sacramento on the College's operating and capital funding needs. The CFO also serves as the principal staff person for the Hastings Board of Directors Finance Committee.
The CFO has broad authority for the operations of the College's Information Technology, Facilities, Bookstore, On-campus Student Housing, and the mixed use Parking Operations. The CFO also supervises the Controller's Office which in turn is responsible for the Fiscal, Purchasing, and Business Center operations of the College.
