S. Lucia Kanter St. Amour


Adjunct Professor S. Lucia Kanter teaches Negotiation and Settlement as part of Hastings' Center for Negotiation and Dispute Resolution, and volunteers as a supervising attorney for the Hastings Workers' Rights Clinic. Her law practiced has included both private and public service. As a junior and mid-level attorney, she practiced labor and employment law in Orrick's San Francisco office, representing companies in employment litigation and counseling employers on a wide range of employment law issues. During that time, she also maintained a pro bono practice working with the Community Alliance For Special Education, a San Francisco non-profit organization providing consultation services, representation and training to ensure that children with disabilities receive appropriate educational resources in the public school system. She left Orrick for the Judicial Council of California, Administrative Office of the Courts (AOC), the policymaking body for the entire California court system. Professor Kanter advised the Judicial Council, the Chief Justice of California, and trial and appellate court judges and court officers, contributing to major policy and legal decisions on employment and labor issues that affect the entire judicial branch of California.

In 2007, after nearly ten years of advocacy for CASE, Professor. Kanter was elected President of its Board of Directors and continues to work closely with the organization to assist families in need of services for their children, and to collaborate with CASE on ideas for more effective enforcement and evolution of policy in the area of special education.

Prior to her law practice, Professor Kanter taught Italian language for eight years at a foreign language school for children.

Professor Kanter grew up in a small town in Illinois, eventually departing her bucolic upbringing in favor of greater adventures - like towns with public transit, that sort of thing. She migrated to the Bay Area where she earned her undergraduate degree from UC Berkeley and her law degree at UC Hastings. Professor Kanter has enjoyed studying foreign languages and traveling the world, but San Francisco is the home she treasures. In her so-called free time, she derives perverse satisfaction from nervously pacing the floors during tense baseball games, plays tennis and the piano, tickles her two adorable little boys, and dotes on her loveable Labrador Retriever, Bravo.
