Bio

Jeff Layman currently serves as an Affiliated Scholar at the Center for East Asian Legal Studies at the University of California, Hastings College of Law. Jeff has over 25 years of experience advising on cross-border business transactions in China and recently returned to the US after practicing for 17 years in Hong Kong and Beijing. He is the former China Country Counsel for the Boeing Corporation, where was the primary attorney responsible for Boeing’s business operations in China. Prior to Boeing, Jeff was a partner and chief representative of the Beijing office of Baker Botts. He has represented a broad spectrum of multinational companies on investments in China. His experience includes representing sponsors and lenders in the development, construction and financing of infrastructure projects, including a period on secondment to the International Finance Corporation in Washington DC. He has published numerous articles and regularly lectures on topics relating to conducting business in China. Chambers, Legal 500 and Who’s Who Legal have recognized Jeff as one of Asia’s leading business lawyers. Jeff received his B.A. from Claremont McKenna College and his J.D. from the University of California, Hastings College of Law.
