Adjunct professor Jeffrey Blum retired as national leader of the Deloitte Multistate Tax Desk and Controversy practice. He began his career as an appellate attorney in the tax section of the United States Department of Justice. He then returned to his hometown of Pittsburgh Pennsylvania where he was a partner in several major law firms. He focused his practice on state and local taxation matters and tax controversy. He is a past Chair of the Tax Section of the Pennsylvania Bar Association and served on the transition teams of Pennsylvania Governors Ridge, Rendell and Wolf as well as that of Pennsylvania Attorney General Corbett. He was listed in Best Lawyers in America for 20 years for his expertise in tax matters.

He received his B.S and JD from the University of Pittsburgh and his LL.M (taxation) from George Washington University.
