Bio

Adjunct Professor John R. Mills is a founder and Principal Attorney at Phillips Black, Inc. where he represents persons under a sentence of death or juvenile life without the possibility of parole across the country, serving as counsel for persons at every stage of the criminal justice process, from state trial court to the United States Supreme Court and executive clemency. He has also authored dozens of amicus briefs and frequently publishes scholarship and commentary on the administration of the severest penalties under law. His practice focuses on post-conviction litigation, handling state and federal habeas corpus cases. Mr. Mills earned a BA in Religious Studies from Stetson University and a JD from Cornell Law School.
